Social Worker (Program Manager Psychosocial Rehabilitation and Recovery Center - PRRC)

The incumbent serves as a first line supervisor for PRRC staff. S/he is expected to design, implement, and continually revise the program so it responds to the rehabilitative needs of the Veteran, and reflects current therapeutic and administrative practice. The incumbent develops and maintains a program evaluation component that contributes to increasing the overall effectiveness and efficiency of services provided. Supervisory responsibilities include, but are not limited to:
the delegation of authority to approve or disapprove leave, the evaluation and rating of supervisee's work performance, recommendations for awards, status changes, and disciplinary actions, and participation in the selection and separation of assigned staff. S/he reviews staffing patterns and work assignments within assign ed area to ensure that staffing levels are appropriate to meet workload demands. The incumbent monitors the quality and quantity of the subordinate staff's work, interviews and makes selections for non-supervisory positions in conjunction with the respective services, hears grievances and serious employee complaints, and reviews serious disciplinary cases and problems involving key subordinates. In addition, the incumbent consults with specialists on developmental and training needs of subordinates and assures that an effective program of on-the-job training is conducted for both employees and volunteers. S/he collaborates with heads of other units to negotiate, decide on, and/or coordinate work-related changes .affecting other units. The incumbent assists in the planning, establishing, and implementing of policies and procedures. S/he ensures the staff under her/his leadership is aware of and adheres to all current directives of VHA, and meets current Joint Commission as well as Commission on Accreditation of Rehabilitation Facilities (CARF) standards, state licensure standards, and VA-OIG expectations. Responsible for administrative data collecting and reporting, serving as a contact for other disciplines within VASNHS, providing clinical services and case management-based services as needed (directly or through referral) necessary to ensure Veteran care is coordinated within VASNHS, with community health or mental health providers, and with other agencies as needed. Responsible for monitoring the efficiency, effectiveness, timeliness and quality of PRRC services. This includes development and monitoring of quality indicators; supervisory review mechanisms; and review of workload data from VistA, MCA, and VSSC. The incumbent is responsible for continuously improving the efficiency, effectiveness (in terms of cost and outcome of MHICM interventions), and quality of services provided by assigned staff. As part of a team effort, s/he identifies areas for improvement, gathers relevant data, assesses the data, develops and implements ideas for improvement, and evaluates efficacy of improvements. The incumbent ensures the total MHICM program is fully compliant with directives from the VHA national program office and Joint Commission standards. S/he is responsible for the accuracy of required clinical records as well as any reports due to higher level reporting entities (e.g., VASNHS Leadership, VISN, NEPEC, VACO, and Joint Commission). Among the modalities provided are individual, family, and group psychotherapies and environmental interventions. In addition, the incumbent assists Veterans in coping with acute illness, chronic illness, combat stress, the residuals of traumatic brain injury (TBI), community adjustment, addictions, and other health and behavioral health problems. The incumbent may address home care needs, homelessness, and transition across levels and sites of care. S/he independently provides psychosocial assessments, treatment and case management services at an advanced practice level to eligible Veterans and/or service members and their family members to meet biological, psychological, social, and environmental needs. Veterans treated come from a wide geographic area. Their health care and psychosocial problems and needs are complex and require a high degree of clinical oversight and creative problem solving. Case management services are focused on helping Veterans and their families maximize rehabilitation and treatment potential and achieve more adequate, satisfying, and productive emotional and social functioning. The incumbent provides clinical services including direct Veteran care to PRRC enollees. S/he assesses Veterans' high risk factors, acuity, and need for services. Based on a comprehensive assessment, the incumbent uses professional judgment and advanced practice skills to make a clinical diagnosis and prognosis. Other duties as assigned. Work Schedule:

You must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE) Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. GS-12 Social Worker Program Coordinators:
Program coordinators at the GS-12 grade are administratively responsible for a clinical program providing treatment to patients in a major specialty, such as Spinal Cord Injury (SCI) coordinators, Visual Impairment Services Team (VIST) coordinators, Homeless Veterans Program (HVP) coordinators, Community Nursing Home Program (CNHP) coordinators. They may be the sole practitioner in this specialty at the facility and typically provide direct patient care services in the program area. They manage the daily operation of the program, develop policies and procedures for program operation, and prepare reports and statistics. In addition, the candidate must demonstrate the professional KSAs:
1. In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program. 2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring. 3. Ability to supervise multidisciplinary staff assigned to the program. 4. Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s). 5. Ability to provide training, orientation, consultation and guidance within clinical specialization of practice. Preferred

The nature, frequency, and intensity of physical work are sedentary. Work is performed in an office setting. Most activity is through personal, telephonic, and electronic communication; however, walking around the facility, bending and reaching may be required.
