Program Analyst

This position is in one of seven Consolidated Patient Account Centers (CPACs) and is aligned under the CPAC Supervisory Auditor with the incumbent serving as the CPAC Internal Analyst. Internal Control is a process affected by an entity's oversight body, management, and other personnel that provides reasonable assurance that the objectives of an entity will be achieved. Internal controls serve as the first line of defense to safeguard assets by preventing and detecting errors and deficiencies, thereby promoting effective stewardship of public resources. Lack of, or inadequate, internal controls create opportunity for fraud, waste, and abuse, which can lead to diminished operational performance. Duties Include; Assists the Supervisory Auditor by testing internal controls which assure:
effectiveness and efficiency of operations, reliability of reporting for internal and external use, and compliance with applicable laws and regulations. Conducts evaluations and analysis to support Internal Controls for CPAC processes through the following phases of internal assignments that include Planning, Preliminary Surveys, assists Supervisory Auditor preparing Testing Program, completes Test Steps required by Testing Program, prepares Draft Report and reviews with Process Owners, and Corrective Action Plans prepared by Process Owners. Participates in Testing Work Groups who are testing the business processes across all CPACs. Communicates Internal Controls concepts and control deficiencies to various Revenue Operations stakeholders and CPAC leadership. Obtains concurrence from Departmental Supervisors and Managers throughout the review. May perform other duties as required. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Independently analyzing financial documentation and make accurate conclusions based on requirements pertaining to submitted documentation/data. Oral communication skills to conduct meetings with management of all levels, making clear and convincing oral presentations, listening to others, and can state facts in a sometimes-negative environment with minimal supervision. Creating reports and other written documentation using correct English grammar, punctuation, and spelling; communicates information in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the receiving audience. Ability to perform Revenue Operational tasks with attention to details and accuracy while demonstrating the ability to stay focus to the task. Demonstrated experience adapting to changes in processes and work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with ambiguity. Displayed responsibility for protecting printed and electronic Patient files. Experience assisting with evaluations and analysis to support Internal Controls for Medical Revenue operations processes through the various phases of internal assignments. . OR, Education GS-11:

You must possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination:

You must possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Program Analyst position, which may be used to meet the experience requirements for GS-11 position? Physical Requirements:
The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
