Vocational Development Specialist

Duties of this role include, but are not limited to:
conducts an interview to determine the nature and level of intervention that may be required to assist the Veteran in obtaining employment; provides both direct and indirect services including but not limited to:
access to job listings; resume preparation; vocational counseling; negotiations with employers for reasonable accommodations; assistance with completion and submission of job applications; coordination of and transportation to job interviews; interview skills training; job development and job placement; assist the Veteran in obtaining a referral to the nearest Compensated Work Therapy Program (CWT). solely responsible to seek out, establish, and maintain on-going working relationship with community partners and individuals who can employ, train, and support the employment needs of Veterans; attends and participates in treatment team meetings, contributes actively to the strategies and support plans for all clients served by the team, and communicates strategies developed for job acquisition and retention to the treatment team;; expected to collaborate with existing community partners and employers and to demonstrate unique expertise in the ability to forge new relationships with such entities; assist Veterans with job development and job search activities directed toward positions that are consistent with needs and interests of the veterans on his/her caseload following the principles and procedures of supported employment; and pursue and maintain employer contacts based on individual client's interest. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program. Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention. Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a LL.M., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. Only graduate education and specialized experience in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09 and GS-11 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. A current, valid state driver's license is required. Physical Requirements:
The work requires that the incumbent drive on a regular basis. They will meet with veterans and employers at places of employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
