Administrative Officer
Directs the personnel management for Optometry performing or overseeing the full range of human resources requirements, which include but not limited to recruitment, promotions, awards, writing position descriptions. Develops status reports for review by the Chief of Optometry, Assistant Chief and Senior Optician. Directs the development of personnel documentation and personnel actions. Provides qualified advice to administrators regarding human resources needs. Interprets, develops and implements service policies and procedures. Defines administrative requirements of VA directives and Medical Center Memorandums (MCM's). Serves as the principal advisor for Chief of Optometry on all administrative management matters associated with programs and operations. Responsible for the supervision of all Health Technicians and other administrative personnel as assigned. Serves as leave approval authority for all Optometry staff. Interview and select candidates for technician and administrative positions in Optometry. Review and resolve complaints from employees. Oversees the budgeting and financial management for the Optometry Service. Manages procurement and contracting for the Optometry Service. Acts as a liaison or handling the communications with persons and/or groups within and outside of the organization and Optometry Services. Work Schedule:

ability to analyze both administrative and operational problems and present written and oral recommendations; skill in coordinating and monitoring the functions of administrative services within an office; ability to develop new or modified work method and organizational structures; knowledge in human resources functions to include recruitment, position classification, performance and training; ability to research and assemble data; knowledge of supervisory concepts and techniques. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination:
