Admirative Officer
Assists with methods, procedures, and provides direction to field office employees who perform a variety of program analysis and administrative functions for the effective use of personnel, money and materials. Reviews resources available and identifies the services or resources needed with guidance. Consults with the Senior Property Manager on field office goals and objectives and proceeds with agreed upon administrative actions to implement personally or through the appropriate centralized servicing offices with assistance. Interpret and disseminate new policies, procedures and instructions from Central and Regional administrative offices. Establishes controls, and monitors the performance of administrative functions within the field office with assistance. Evaluate existing administrative policies and performance with guidance. Furnishes technical guidance and assistance to operating officials in the formulation, development, coordination, and integration of budgetary and financial management requirements, covering such items as:
Training activities in the Field Office and coordinating with the Service Center inaccomplishing training programs (Continuing of Operations Plan (COOP), supervisory development, Interns, Customer Service, etc.). Assists with common area-wide training classes for all Field Office employees. Coordinates required travel associated with training, FEMA, offsite conferences and meetings with assistance. Responsible in procuring supplies, library materials, administrative and other operating equipmentwith assistance. Ensures that the Field Office is operating within approved ceiling with assistance. Monitors use of Government wide commercial credit cards to pay for small purchases with guidance. Resolves problems related to delinquent or overdue payments involving Government credit card users for both travel and purchase cards with guidance. Obtains management justifications and what management action is being done and making sure submission of responses are on a timely manner. Manages and controls the field office's Reimbursable Work Authorization (RWA) Program including but not limited to responding to RWA related inquiries (internal and external) with guidance; tracking and reporting RWA workload; ensuring reimbursement and appropriate cost transfers occur in a timely manner (with the assistance of the appropriate Budget Analyst, Project Manager, Contracting Officer, Building Manager etc.); and reviewing RWA estimates to insure proper RWA overhead calculation. You must have a master s or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD; and/or have at least one year of specialized experience that is equivalent to the GS-07 level in the Federal service. Specialized experience is work that has provided a knowledge of administrative and procurement functions as well as consolidation and reporting of budgetary data.
Estimated Salary: $20 to $28 per hour based on qualifications.
