Supervisory Social Worker - HUD VASH
The Supervisor is responsible for oversight of administrative data collecting, reporting, workload productivity data audits, serving as a contact with local Public Housing Agencies (PHAs), providing clinical services and case management-based services as needed (directly or through referral) necessary to ensure Veteran care is coordinated with the VA medical center, community health or mental health providers, and other agencies that serve homeless populations. The Supervisor provides direct supervision to a team of interdisciplinary professional staff which may include Social Workers, Vocational Development Specialists, Peer Support Specialists, Employment and Housing Specialists, Program Support Assistants, and other staff as assigned. The Supervisor will be available and able to provide clinical supervision for subordinate staff with the HUD-VASH program seeking qualification for licensure. As supervisees are stationed at various community locations where homeless Veterans congregate, the Supervisor will also use available technology to ensure oversight and supervision of HUD-VASH staff. The Supervisor assists in planning, establishing, implementing policies and procedures, and adhering to program Standard Operating Procedures (SOPs). The Supervisor ensures staff understand, are aware of, and adhere to all current directives of VHA, meets current Joint commission (JCAHO) as well as Commission on Accreditation of Rehabilitation Facilities (CARF) standards, state licensure standards, and VA-OIG expectations. The Supervisor conducts ongoing reviews and audits to ensure the accomplishment of objectives and adherence to standards set by governing bodies are met. Supervisors adhere to the established guidelines and practice outlined on the National Homeless HUB, established VHA policies and directives that impact the overall function so the HUD-VASH programs. The Supervisor may provide clinical, psychosocial and case management services at an advanced practice level to eligible Veterans and their family members to meet biological, psychological, social, and environmental needs. Veterans eligible for HUD-VASH come from a wide geographic area. Their health and mental health needs may be complex and require a high degree of clinical oversight and creative problem solving. Services are provided both in healthcare settings and in the community. The HUD-VASH program requires continuous coordination with the community's homeless providers and coalitions as well as with other local, state, and federal agencies. Driving is required. Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. Experience:
One year recent supervisory experience working with homeless populations. Grade Determinations:
GS-0185-12, Supervisory Social Worker Experience/Education. Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below.
